Action Against Hunger-USA has over $100 million in programs, and approximately 1,800 permanent staff based in New York City, Washington D.C, Nairobi, and country offices.   • SUMMARY OF POSITION

The Grants & Compliance Specialist will oversee the effective management of delegated grants throughout the project cycle management process, working in close collaboration with consortium partners, program coordinators, operations department leads, and the finance department. This role will also include high-quality donor reporting and support to business development, as well as building staff capacity in grants management processes.

Grants Management and Compliance

  • Ensure that grants or contracts are well administered, and program/operations teams are fully informed of relevant donor rules and regulations to be complied with.
  • Support program staff in processing modification requests, NCEs, cost extensions, budget realignments, and other amendments as required
  • Update the comprehensive information management and filing system that ensures all donor contractual documents, reports, donor correspondence, and key communications are appropriately filed in up-to-date and consistent soft and hard libraries
  • Coordinate and support regular monitoring of grants, using appropriate grant management tools and through facilitation and support of regular and timely Project Cycle Management Meetings
  • Ensure that effective channels of internal and external communications relating to grants are established and respected
  • Maintain a broad and deep understanding of relevant donor policies, regulations, and procedures
  • Proactively identify compliance risks throughout the portfolio and advise programs, support teams and senior management on necessary actions
  • Liaise with Consortium Director about specific compliance issues and clearly communicate these issues to relevant colleagues in the field.

Capacity Building

  • Develop strategies and actionable plans to build the capacity of Caafimaad+ consortium staff in grants management and compliance, report writing, editing, and critical analysis. Ensure retention of knowledge and ability to apply learned concepts in practice.
  • Train Consortium staff in Donor regulations and processes for each grant to ensure independent and accurate grant management.

Reporting

  • Manage processes to ensure timely delivery of high-quality reports which meet Donor and Consortium requirements. Proactively work closely with key staff of the consortium partners to ensure timely feedback and inputs.
  • Support MEAL Specialist and teams to ensure all sector indicators report monthly progress – Identify and share gaps with project coordinators and develop tools to alert upcoming assessments and evaluations per grant
  • Ensure draft reports are disseminated for review/feedback to the TWG, Regional and HQ staff prior to donor submission.
  • Support the partnerships department to ensure forward planning and timely submission of partner inputs for donor reporting.
  • Ensure quality information management related to reporting by overseeing the regular maintenance of grant files, reporting calendars, and updating of Caafimaad+ consortium documentation.
  • In concert with the respective partners’ finance teams, build the capacity of program technical leads and operations staff to understand financial reporting and compliance requirements of the grants.

Business Development

  • Support proposal and project/program revisions as required
  • Maintain an updated roster of Donors and other potential resources
  • Support opportunity identification by performing monitoring, research and analysis into Donor strategies and sharing with the CMU and TWG
  • Support organizational Business Development Coordinators/ Leads to track the progress and quality of proposals in development.

I. SUPERVISORY RESPONSIBILITIES

  • There is no staff reporting directly to this position.
  • The position will work closely with Caafimaad+ consortium partners (various departments) involve with specific grant implementation

III. WORKING CONDITIONS, TRAVEL AND ENVIRONMENT

  • The duties of the job require regular job attendance at least five days per week. Must be available to work outside normal office hours or on the weekends as required.
  • Must be able to travel as required for standard domestic and international business purposes. While performing the duties of this job in the field, the employee may be exposed to precarious settings under high security risks and/or very basic living conditions and outside weather conditions, as well as infectious diseases.

Requirements

REQUIRED QUALIFICATIONS

  • BSc/BA in Development Studies, Business Management/Administration, Finance, or related field
  • Certification and Registration with an accrediting body as Grants and Compliance professional
  • At least 5 years of experience in Grants management and compliance

REQUIRED SKILLS AND EXPERIENCE ESSENTIAL

  • Knowledge of Somalia’s context/ language is an added advantage
  • Ability to travel to various regions of Somalia
  • Experience working with health and nutrition programs, in emergency humanitarian contexts, with NGOs is preferred
  • Methodical and diligent, with outstanding planning and time management abilities
  • An analytical mind able to “see” the complexities of procedures and regulations
  • Good planning, analytical, grant management, and report-writing skills·
  • Strong oral and written communication skills, with the ability to express ideas and concepts concisely
  • A good understanding of the political, socioeconomic, and cultural contexts of Somalia
  • Proficiency in Microsoft Office packages specifically: Word, Outlook, Excel, PowerPoint
  • Ability to prioritize assignments and manage a variety of complex tasks under tight deadlines
  • Ability to establish and maintain cooperative working relationships with partners, government departments, humanitarian agencies, and local communities.
  • Ability to perform efficiently and effectively under emergency conditions and under pressure and use judgment in making quick decisions.
  • Sound understanding of humanitarian principles as contained in the SPHERE, HAP Standards, and other relevant international humanitarian guidelines.
