Job Title: Finance Officer

Location:  Jowhar, Balcad and Adale (Middle Shabele

Direct Line Manager: Area Manager, Banadir & Hirshabelle Regions

Job Summary:

The Finance Officer is responsible for fulfilling the financial requirements of SOS facilities in Somalia. In particular, s/he ensures that all SOS financial procedures and requirements are fully complied and adhered to.  In addition, s/he ensures that SOS Procurement procedures and policies are also adhered to

Main duties and Responsibilities:

Accounting & Controlling

  • checking accounting data entries are complete, accurate, appropriately authorised and auditable before entering them on the system
  • Ensure bi-weekly entry of financial data and timely closing of accounts
  • Ensure all payments are fully supported as per SOS/donor checklists and are auditable before payments are processed.
  • Prepares monthly Bank Registers.  Submits registers, together with all supporting receipts and vouchers, to the Head of Finance
  • Properly monitor receivables and payable accounts on monthly basis and ensure appropriate corrective actions are taken. All long-outstanding, high-risk or bad debts should be highlighted to the Finance coordinator and Head of finance with advice on how to deal with them.

Effective Utilization of Financial Resources

  • Assists the Facility heads in the preparation of the annual detailed budget of the facility.
  • Assist the Facility head in preparation of the annual projected cash flow statement
  • Prepares and monitors expenditures, ensuring the facility is run as economically as possible, in accordance with the provisions of the annual budget. Reports any irregularities to the facility Head and alerts Head of Finance
  • Prepares a BVA report every Month and submit to the finance coordinator on expenditure and income and take corrective measures
  • Ensuring that all cash, cheque books and financial records are properly stored and safely secured at all times.
  • Oversees financial work, ensuring all facilities operate in accordance with financial policies and procedures of SOS
  • Facilitate the procurement of stationary, equipment and other supplies, and deals with various suppliers’ invoices as necessary.  Ensure that budget availability is verified before procurement is done.
  • Ensure the efficient use of office telephones by implementing appropriate registers &/or control measures.  Ensures all private calls are charged to the individual concerned.
  • Updates the inventory and fixed asset register of the facilities as assets are acquired.  Support annual inventory counting/auditing.
  • Ensures that all donations, fees and other incomes are adequately accounted for, and are promptly banked
  • Maintains Proper filing system for finance department.

Audit Management

  • In collaboration with finance coordinator, provide timely support on annual external financial audits for the Organization as well as specific projects monitoring/reviews/audits and the implementation of action plans
  • Support facilitation of internal audits and implementation of action plans
  • Ensure personal data of donors, sponsors, SOS CV beneficiaries and their families as well as SOS co-workers is handled confidentially and in accordance with prevailing SOS-Kinderdorf International data protection laws.
  • Ensure proper filing system and back up of financial documents for ease of retrieval during audits.

Donor Contract Management & Reporting

  • Ensure proper monitoring of Institutional grants, reporting & ensuring compliance with donor requirements
  • Ensure internal controls are effectively adhered to at area level.
  • Ensure preparation of monthly (and other) financial reports / statements to the finance coordinator and Head of finance

Administrative Roles

  • Facilitate the procurement of stationary, equipment and other supplies, and deals with various suppliers’ invoices as necessary.  Ensure that budget availability is verified before procurement is done.
  • Ensure the efficient use of office telephones by implementing appropriate registers &/or control measures.  Ensures all private calls are charged to the individual concerned.
  • Assists with the establishment of proper store-keeping records and procedures.  Conducts regular checks of all stores (e.g. drug stores, stationary stores, etc.) to ensure stock-cards are accurate and all proper procedures are being followed.
  • Assists projects with routine queries
  • Supports the National Office Finance Department in any way possible with financial issues
  • Appraise assigned location accountant.
  • Reviews sponsor money gifts administration procedures, and ensure that the money gifts policy is followed and proper records are kept and monies are accounted for.
  • Performs other reasonable tasks as assigned by the immediate supervisor.

Skills and Qualifications

  • Proactive, result oriented, independent, able to identify and carry out duties with minimum supervision
  • Bachelor’s degree in Finance, Accountant or related field
  • Minimum 3 years of progressive professional experience in Finance
  • Excellent command in Somali and English
  • Excellent communication, interpersonal and organizational skills
  • Must have no criminal record and a demonstrated understanding of children’s issues and rights.
  • Strong people engagement and influencing skills with the ability to build relationships, communicate, present, negotiate and resolve conflicts
  • A demonstrated adaptability to drive change and transformation.
  • Able to work under pressure, with strong organizational, planning, prioritization and execution skills and the ability take accountability for results and achievement of objectives.
