The Information Manager is a core Cluster Coordination team member. The purpose of this post is to manage the collection, analysis and sharing of information that is important for the Cluster participants to make informed, evidence-based, strategic decisions. The post holder leads building and managing Education Cluster Information Management Systems and related responsibilities. The post holder is accountable to the Cluster Coordinator, cluster participants, information management team members and inter-cluster coordination bodies.


Core Information Management Tasks

• Respond to the Cluster participants’ needs for information
• Maintain monthly reporting from Cluster participants, including 5Ws (‘Who does What, Where, When and for Whom?’ databases)
• The post holder will ensure that there is effective communication, reporting, and engagement between the national, state, and regional coordination structures.
• Adapt existing in-country information management approaches for collecting, analyzing, and reporting Cluster activities and resources, and identifying information gaps
• Development of high quality data visualization products, including maps, graphs and visual data narrations based on analysis
• Maintain information databases that consolidate, analyze and report/disseminate information critical to decision making
• Support the estimation of needs and targets, spatial and temporal gaps, overlaps and coverage of Cluster activities and projects.
• Use tools such as Geographic Information Systems (GIS) for data analysis, visualization, and management
• Lead on the preparation of SitRep inputs with emphasis on Cluster plans, targets and achievements

Needs Assessments and analysis

• Work with the cluster members to identify information gaps at national and sub-national levels and propose ways to bridge those gaps
• Support data aspects of assessments, including development of tools, analysis and visualization
• Provide capacity building for partners on data collection

Knowledge Management

• Manage flows of information and dissemination in an appropriate way, including contact list and website management
• Manage an inventory of relevant documents, standards, and information products on the humanitarian situation, including supporting the development of an external facing document repository, accessible for all partners

Capacity building

• Develop and strengthen information management capacity through the trainings for partners on the use of 5W reporting
• Support efforts to capacitate local and regional national education authorities in data collection and information management

To qualify as an advocate for every child you will have…


• University degree, at least bachelor level, in a subject area relevant to
information management
• Formal training in cluster information management an advantage


  • At least two years of progressively responsible humanitarian work experience with the UN and/or NGO’s including information management in the first phase of a major emergency response relevant to the cluster
  • Extensive work experience outside the humanitarian sector which is relevant to this post may be considered as a replacement for humanitarian experience.

Language Proficiency

  • Fluency in English is required.

• Understands key technical issues of the cluster approach sufficiently well enough to be able to engage with cluster members
• Understands cluster-specific information management needs including needs analysis, targeting, and monitoring
• Technical expertise for managing data capture and storage, analysis of diverse datasets, and presenting information in understandable tables, charts, graphs and reports
• Technical experience in data visualization at a professional standard
• Knowledge of establishing and managing websites (such as OCHA platform)
• Proven skills in GIS systems
• Skills in web design and software development are considered an asset
