Food insecurity across Somalia has persisted due to recurrent shocks experienced by the country adversely impacting vulnerable populations of internally displaced persons, rural populations and the urban poor. The challenges of rebuilding infrastructure, providing basic services, promoting social cohesion, creating jobs, and progressing towards gender equality whilst maintaining security have impeded the country’s efforts to make progress on the Sustainable Development Goals, including SDG 2: Zero Hunger.

WFP Somalia’s four-year Country Strategic Plan 2022-2025 focuses on a strategic shift towards strengthening the resilience of communities, recognizing the interconnected nature of nutrition, safety nets, food systems, capacity strengthening and partnerships, and developing these within the context of chronic drought and frequent climate and conflict-related shocks.


The Operational Information Management and Performance Reporting (OIM/PR) Officer will lead, oversee and coordinate all OIM & PR activities contributing to the presentation of standard and consistent information on WFP operations and associated results. While managing the day-to-day OIM/PR function of the Country Office, the OIM/PR officer will work with the existing team to strengthen and establish where needed OIM/PR systems, processes, procedures and protocols related to the Somalia operation. While administratively located within the Programme Unit, the OIM/PR Officer will work across functions, notably with Field and Area Offices, Government Partnerships Unit, Budget and Programming, and Supply Chain. The OIM/PR Officer will supervise, and provide coaching and mentorship support to, the OIM/PR national officer and OIM/PR associates. This position reports to the deputy head of programmes.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Lead, oversee and coordinate all OIM & PR activities contributing to the establishment and presentation of standard and consistent information for WFP operations and associated results to facilitate informed and timely decision-making at all levels of the organization.
  • Lead the external information provision and reporting requirements of the country office inclusive of donor proposals and reports and coordinate the external reporting requirements inclusive of humanitarian cluster and government reports.
  • Coordinate the internal reporting requirements of the country office inclusive of Sitreps, country briefs, transfer reports and ad hoc briefing materials as required.
  • Oversee the preparation of the Annual Country Report (ACR) for the Annual Reporting Exercise in collaboration with the programme, monitoring & evaluation, logistics and budget functions to coordinate and ensure coherence and quality of information.
  • Oversee the development of thematic factsheets through collaboration with cross-functional units to fulfill the information requirements of both internal and external stakeholders.
  • Support the country office in emergencies by overseeing the preparation, organization and support of Operational Task Forces (OTFs) and ensuring accurate reporting and dissemination of decision-making to country offices, regional bureaus and HQ.
  • Contribute to the development of systems and tools that support effective OIM, performance reporting and inter-agency information management in line with WFP and UN policies and practices.
  • Lead the development, implementation and assurance of defined quality standards in all processes and products, including assisting in mapping information products, reorienting information flow and defining timelines.
  • Enhance the capacity of WFP staff and partners to effectively manage operational information and reporting through the provision of the relevant OIM/PR training.
  • Collaborate with counterparts in other UN agencies to ensure consistency in humanitarian information and to complement WFP analysis and information.
  • Collaborate with counterparts in WFP, supporting the performance of activities and ensuring an aligned and consistent approach to information management, analysis and performance reporting.
  • Guide and supervise junior staff, including handling more complex queries and analyses, as well as ensuring quality maintenance of team deliverables.
  • Any other related duties as required.



  • Advanced University degree in Political Science, Economics, Statistics, Information Management or Journalism, Business Management, Social Sciences or other relevant fields, or first university degree with additional years of related work experience and/or training/courses.


  • + 3 years or more of postgraduate professional experience in operational information management or a relevant field of work, with a background and interest in international humanitarian development.

Knowledge & Skills

  • Excellent oral and written communication skills, able to clearly articulate insights to both external and internal stakeholders.
  • Strong understanding of OIM/PR concepts and principles with a broad knowledge of best practices, techniques and processes.
  • Strong analytical skills with the ability to analyze and interpret information and draw out key messages.
  • Ability to work under pressure under competing deadlines and produce high-quality products.
  • Ability to work in a team and establish effective working relationships with people from diverse cultural backgrounds.
  • Strong organizational skills and cross-functional coordination, as well as the ability to work independently in a team environment.
  • Ability to adapt own communication style to different audiences and purposes both internally and externally.
  • Ability to lead, motivate and develop junior staff.

International Professional: Fluency (level C) in the English language
