Job summary
The position exists to ensure the project is implemented in a timely & professional manner, according to objectives, goals & indicators, in line with FAO and donor requirements & based on beneficiary needs. The post holder, Livestock Program Officer under the overall guidance of our Area Coordinator and the & the technical supervision & functional guidance of the CSEE Advisor, will provide crucial project & operational support in the implementation and management of livestock activities. The incumbent will be responsible for livestock sector activities, veterinary extension services, livestock value chain & livelihood diversification support in the assigned districts within Gedo region. The key tasks S/he will undertake include:MAIN TASKS
- Conduct context and situational assessments and analyses to inform project implementation.
- Conduct periodic context and needs assessment related to livestock, livelihood and food security of the target groups in targeted locations.
- Monitor field security situation and keep staff and management updated on developments.
- Contribute to an environment of creativity and innovation in the development of proposals with innovative solutions including digitization within the livestock sector.
- Program planning and implementation
- Mobilize communities in the project areas to participate in the planning, implementation, monitoring and learning of the livestock project related interventions.
- Promote community participation through establishment of livestock farmer linkages that recognize positive contribution to project interventions.
- Plan and implement all project activities as per the approved proposal and FAO / KfW and NCA’s policies and procedures.
- In liaison with the Gedo Area Coordinator, CSEE Advisor and partners, prepare work plans for efficient and timely implementation of the project activities and lead the technical implementation of the livestock sector of the project in the assigned districts in Gedo region.
- Responsible for the day-to-day implementation of by the livestock sector interventions in line with FAO /KFW project work plans in all areas to ensure completion of project activities in a timely manner.
- Deliver livestock extensions services through training & equipping animal health workers with treatment kits & tools including training and equipping of animal health workers in Gedo region.
- Assist in implementing livestock & pastoral activities focusing on livelihood diversifications, fodder production & value chains related projects / programs in Gedo region of Somalia. Ensure veterinary health facilities are fully equipped & functional with a sustainability strategy.
- Facilitate livestock value chain analysis & reached all stakeholders & generate reports and implement livestock value chain activities chosen by target groups based on value chain market analysis.
- Facilitate the training of beneficiaries on fodder production and bee keeping under KFW project in Gedo region.
- Ensure effective integration, collaboration and coordination of the project with other NCA programs and implementing partners.
- Attend meetings with local authority & community leaders & represent our NCA food security cluster & other livestock development partners’ forums as directed by the Area Coordinator and CSEE Advisor. Closely liaise with the MOL at district & regional & state level to maintain a good working relationship for smooth implementation of livestock sector project activities.
- Create synergies with other NCA Programmes (WASH, GBV, Peace Building and Education). Provide technical support in the assigned districts within Gedo region in collaboration with other livelihood teams including supporting livelihood diversification & VSLA team to reach the project goal.
- Ensure that the cross-cutting themes such as Gender, conflict, environment, human rights, are integrated in all project activities MEAL plans and systems.
- Participate in field level inter agency coordination meetings e.g. Food Security Cluster and other relevant coordination forums.
- Build relationships with small producers, agro pastoral communities, farmers groups, riverine communities and local administration to introduce the project and facilitate access to information related to project activities and scope.
- Develop and maintain close working relationships with the community leaders and the local authorities in the project area.
- Monitoring, Learning and Reporting on Livestock sector of the project.
- Work closely with the Monitoring, Evaluation and Learning (MEL) Officer to regularly update all project monitoring tools while keeping accurate records of the same.
- Conduct monitoring of livestock activities implemented by NCA in Gedo.
- Ensure livestock market data with early warning indicators & disseminate reports weekly & monthly in a timely manner.
- Support in the tracking of outcome data of project activities evidenced by accurate data to enhance quality of reporting.
- Maintain up to date database with records of information of all project beneficiaries for follow ups and reporting. Monitor & ensure that performance indicators are met & reported on time.
- Compile timely and regular progress and final reports and submit to the CSEE Advisor.
- Support the Programme Managers and Technical Advisors to prepare progress and final project reports based on accurate and evidence-based data.
- Identify, document, disseminate change stories, case studies, lessons learned, and best practices.
- Plan staff and partners quarterly review meetings on project monitoring and learning updates, achievements, challenges.
- Responsible for the identification, selection and registration of all project beneficiaries based on the approved criteria.
- Ensure the accuracy of all data presented in reports to stakeholders including to local government units, partners, community beneficiaries, among others. Closely liaise with and report to the CSEE Advisor and Area Coordinator and project management team on progress of the livestock sector activities, plans & progress reports
- In collaboration with the MEL Officer, participate in programme related surveys, baselines, needs assessments, reviews and evaluations related to the project at field level.
- Accountability to affected populations (AAP)
- Ensure all livestock related project activities have developed contextualized Complaint and Response mechanisms to aid communities in raising complaints or giving feedback to NCA and ensure this information is used to improve implementation and guide future programming.
- Act as a focal point for Complaints and Response Mechanisms (CRM) for all livestock activities of the projects and ensure proper documentation and response to all complaints received.
- Budget implementation and management of CSEE projects in Gedo
- Ensure timely disbursement of project resources to beneficiaries as well as the monitor performance of project activities against budget.
- Ensure all project budgets are spent in line with FAO / KfW and NCA financial policies and guidelines.
REQUIRED QUALIFICATIONS:
Education Qualifications / requirements
- A university degree BSc. / MSc. (Veterinary /Agriculture / Animal Husbandry). At least 5 years domain experience in livestock sector. A diploma in Animal Healthcare training with over 7 years’ experience in livestock services delivery to rural farmers and training competence may also be considered)
- Should be well conversant in English and Somali
Work Experience:
- At least 5 years proven experience implementing resilience building programs with particular focus in livestock value chain development in Somalia.
- Experience in livestock value chain analysis and development preferably in Somalia.
- Demonstrated experience in community mobilization, farmer participatory research, trainings, and famer field school approaches in the Somalia context.
- Monitoring of projects and reporting of activities will be required.
- Knowledge and experience working in conflict areas including Do No Harm, conflict sensitivity analysis, environmental screening of the projects is required.
Skills:
- Working Knowledge on results-based reporting, Do No Harm (DNH) and Core Humanitarian Standards.
- Excellent verbal and written communication skills (fluency in both English and Somali required).
- Proficiency in computer applications such as word processing, EXCEL spreadsheets, e-mail, etc.
Character:
- Strong interpersonal skills and ability to establish and maintain effective working relations with a team.
- Ability and willingness to work and travel throughout Gedo region of Somalia.
- Ability to multi-task and effectively handle stressful situations.
- Ability to work independently and with minimum supervision.
Language:
- Excellent spoken and written English.
Travel:
- Involves regular travel within the posted district for facilitation, review, monitoring, training etc. and occasional travel within & outside the state.

Work Environment/Travel:
Work environment: Based in the field in a specific project location with 100% field presence with frequent travels to meet beneficiaries and stakeholders within the project locations.
Travel: Considerable amount of travel is required within the project areas in Jubbaland.
