Programme Officer Organizational Setting and Work Relationships The Programme Officer may be based in HQ, field/regional bureau, typically reporting to and be guided by the Senior Program officer and may supervise a small team of local and international staff. He/she may refer to UNHCR¿s Programme Manual (Chapter IV), UNHCR’s corporate and regional strategic priorities, operation plans and other relevant institutional rules and regulations for further guidance. The Programme Officer will provide programmatic guidance and support with regard to the implementation of protection and solutions strategies within available resources. S/he will coordinate with the other sections/units to ensure harmonized programmatic approaches at all levels and throughout the UNHCR Operations Management Cycle. S/he will work in line with the overall UNHCR directions which crucially require working with partners, including with persons of concern, governmental institutions and the private sector, ensuring that programme management is approached as per UNHCR’s Strategic Directions, Global Strategic Priorities (GSPs), Global Compact for Refugees (GCR), corporate positions on SDGs. The incumbent is expected to work in line with the multi-functional team (MFT) approach as defined within the Program Manual, ensuring the participation of relevant stakeholders in all phases of the Program Management Cycle. All UNHCR staff members are accountable to perform their duties as reflected in their job description. – Support in assessing and analysing the needs of persons of concern in a participatory manner, using an Age, Gender and Diversity (AGD) perspective as basis for planning.
– Provide support on programmatic aspects of developing multi-year protection and solutions strategies and annual plans with corresponding priorities taking into account corporate priorities.
– Support Results Based Management and programme capacity in light of evolving requirements, programming approaches and gaps.
– Support the planning process in compliance with planning parameters outlined in the Programme Manual and the planning instructions.
– Review and analyse plans, mid-year and year-end reports of UNHCR office(s), ensuring quality assurance and compliance with established policies, guidelines, procedures and standards.
– Support in the provision of overall direction to broaden partnerships with key stakeholders in order to maximize the protection and solutions response for persons of concern.
– Provide support to ensure a consistent application of the framework for implementing with partners, including the effective implementation of the policy on selection and retention of partners, management of partnership agreements, risk-based project performance monitoring, and risk-based project audits, among others.
– Contribute to ensure consistent and coherent monitoring approaches, tools and systems in line with global standards and polices.
– Actively contribute to UNHCRs programming of community of practice and continuously contributing to improvements of programming tools and processes.
– Identify potential gaps and problems and in cooperation with other relevant sections recommend appropriate solutions to ensure the efficient implementation of programme activities.
– Oversee a timely and effective follow-up of internal and external audits observations and recommendations that relate to programmatic issues.
– Perform other related duties as required. Minimum Qualifications Education & Professional Work Experience For P3/NOC – 6 years relevant experience with Undergraduate degree; or 5 years relevant experience with Graduate degree; or 4 years relevant experience with Doctorate degree. Field(s) of Education Economics Business Administration Social Sciences or other relevant field. Essential Demonstrated experience in programme management including familiarization with the OMC and sound knowledge Results Based-Management.
Demonstrated experience in field operations, sound knowledge on the centrality of protection in programming, Joint Needs Assessments and the principles of targeting. Desirable Demonstrated experience in coordination within an inter-agency context and other actors, in a refugee or humanitarian context. Sound experience in program management training and capacity building activities. Nature of Position:
UNHCR programme in Somalia is structured to support both internally displaced people, and Somali refugee coming back into the country. The response programme for IDPs is tailored through a cluster approach, with separate cluster leads. UNHCR is lead agency for protection but co-lead shelter and NFIs as well as Camp Coordination and Camp Management (CCCM). In addition, there are couple of refugees and asylum seekers in Mogadishu, Somaliland and Puntland who also receive UNHCR support. Refugees and asylum seekers in Mogadishu, are provided protection, primary health care and education services by UNHCR. Under the Returnee programme, UNHCR provides enhanced return packages; Reinstallation Grants, Subsistence Allowance, NFIs, etc. Other reintegration projects are implemented to ensure local integrations of returnees and IDPs. The Sub office covers the entire South Central of Somalia including Jubaland, South West State, and Banadir regions. UNHCR has field units/offices in Kismayo, Dollow, Dhobley, Mogadishu and Baidoa. In both Baidoa and Kismayo are two IUNVs Associate programme Officer, whereas in Dhobley and Dollow there aren ‘t programme staff. The incumbent Programme Officer will supervise all programme staff including, Programe Associate, Assistant Programme Officer, and Supply Associate who are based in Sub office Mogadishu. Technically, the Programme Officer will support two Associate Programme officers (IUNVs) in Kismayo and Baidoa respectively. In Dhobley and and Dollow, the Programme officer provides support in enhancing and resolving programmatic challenges. Somalia is a complex clan oriented culture. It is desirable that the incumbent is multiculturally sensitive, in particular; religion, race, gender/sex and culture. S/he should be flexible, sensitive, and very diplomatic in dealing with all interlocutors; partners, government officials and persons of concern. Experience in managing programme unit in a similar level offices and operational context is essential. Previous experience in Cash based assistance programmes is an asset.
Living and Working Conditions:
The UNHCR Somalia operation is complex in nature. Given the complexity of the crisis, the capability of UNHCR to provide assistance to the people in need in different areas of Somalia according to its mandate lies in its ability to adjust its response taking into account the different local realities which vary from one area to the other. Mogadishu is Non-Family E- duty station with highly stressful work context where capacity for self-care is critical. Mogadishu has a relatively dry climate and it is classified as hot and semi-arid. Due to security restrictions UNHCR International staff in Mogadishu reside in two privately owned guest houses, rented by UNHCR within Aden Abdulahi International Airport (AAIA) protected by AMISOM cleared by UNDSS with limit staff ceiling per location. International Staff are restricted to live within AAIA. The Offices are also located within AAIA whereby the Representation Office is located in UNSOS compound while the Sub-Office for South Central is hosted in RA private compound. The accommodations have self-contained rooms, and they also offer restaurants, cafeteria and gyms. Other leisure and recreational facilities are very limited. Overnight stay in all other field locations is in UN approved guest houses apart from Hargeisa which is approved UNDSS hotel. Travel to the field locations is mainly through regular UN flights. No local banking facilities; but there is an ATM Machine where staff can withdraw USD using Visa / Master credit/debit cards. There are two Level I Hospitals within AAIA for basic and emergency health services. UN security structures in Somalia are robust and generally effective in managing risk.Additional Qualifications
