Essential Responsibilities

RESILIENCE LEARNING AND TRAINING FACILITATIONS

  • Facilitate work sessions and follow-up with participating stakeholders for development of resilience results chains and higher-level capacity frameworks.
  • Oversee and cultivate the day-to-day relationship building and liaison activities with member partners and other key stakeholders,
  • Support design stakeholder engagement and influence plan (connected to learning agenda).
  • Monitor and document relationships with participating stakeholders to identify opportunity for use of resilience measurement data and outcomes
  • Participate in cross-training session on resilience learning journey
  • provide technical support on adoption of R-MEL
  • Serve as additional qualitative enumerators (working with the Research Officers) for panel surveys and RMS
  • Support regular program MEL

RESILIENCE MONITORING, EVALUATION, AND LEARNING

  • Work with the MEL Manager to update the output/outcome indicator in Tola systems
  • Support formulation and revision MEL-focused activities in project work plans.
  • Lead coordination, identification, development and dissemination of knowledge products and lessons learned.
  • Work with core team to ensure data collected through program monitoring informs decision-making and adaptive management of the Activity
  • Contribute to identification and promotion of innovative solutions for improving the capture, maintenance, and communication of knowledge between partners
  • Serve as additional qualitative enumerators (working with the Research Officers) for panel surveys and RMS
  • Assist in maintaining proper and standardized MEL/program filing system for storing MEL documents according to the MEL Policy
  • Timely and effective responses to inquiries for public information materials.
  • As assigned by the supervisor, perform other tasks, which are consistent with the expertise needed in this role

ACCOUNTABILITY TO PROGRAM PARTICIPANTS:

Mercy Corps team members are expected to support all efforts toward accountability, specifically to our

beneficiaries and to international standards guiding international relief and development work, while

actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of our

field projects.

Supervisory Responsibility: None

Reports Directly To:  RMEL Manager

Works Directly With: Research Director, Deputy chief Party, Chief of Party, Strategic Communications Learning Manager and other members of the RPM Applied Learning team as well as Short-Term Technical Assistants, Somalia MEL, and Mercy Corps HQ research and technical support team members.

Minimum Qualification & Transferable Skills

  • BA/S degree in development studies, research methods, statistics, economics, social sciences, public policy, monitoring and evaluation, or other relevant field required
  • Minimum 2 to 3 years s’ experience in research works especially quantitative surveys for international development/humanitarian programs; experience in resilience-focused programs preferred
  • Experience in facilitation of learning and adult learning is required
  • Experience with quantitative methodologies and techniques, including experience in planning and managing surveys (in person and phone),
  • Advanced proficiency in Microsoft Excel and ability to use intermediate Excel functions effectively
  • Strong written and verbal English communication and interpersonal skills to engage a variety of audiences; Strong Somali language skills are required
  • Experience working in Somalia is required
