Overview of position Our client in Somalia operations is engaged in providing contract management & construction supervision support to various infrastructure projects implemented by the Government partners. The projects include roads rehabilitation, construction of health facilities, urban drains rehabilitation & various community infrastructure works. They are responsible for ensuring that these works are implemented in accordance with the technical design, specifications & engineering standards as specified in the contract documents & also in compliance with environmental & social safeguards standards. Their project team includes Engineers, Surveyors, Laboratory Technicians, Environmental & Social Safeguard Specialists, Construction Supervisors & the support staff. Our client in Somalia has their technical team working alongside with the Government partners also contributes to the strengthening of the Government partner’s capacity by sharing knowledge & engaging in ‘on-the-job’ training opportunities. In order to strengthen the environmental & social safeguard capacity of our client to support upcoming new construction activities, they are recruiting additional Safeguard Specialist(s) for the project team.
Role objectives The Safeguard Specialist reporting to the Supervising Engineer will work with the PIU in the preparation & update of the contract specific environmental & social framework instruments & assist in the monitoring / reporting on implementation of these instruments. The specific roles & responsibilities are:

  • Working with the PIU’s Environmental & Social Safeguards team members, prepare / review the contract specific safeguard instruments such as Environmental & Social Management Plan, Stakeholder Engagement Plan, Resettlement Action Plan, Security Management Plan etc.
  • Assist in the monitoring of the project activities implementation to ensure compliance to the World Bank’s (WB’s) environmental & social standards & the approved contract specific environmental & social safeguards framework & plans including work sites health & safety concerns.
  • Engage in community consultation on social safeguard related matters, social & environmental related data collection, monitoring & reporting activities.
  • Assist the Government team in environmental & social safeguard framework & plans awareness raising among the community members & Implementing Partners to ensure full support to the works implementation.
  • Investigate & report on Environmental & Social Safeguard non compliances including health & safety & improvement opportunities.
  • Commit to knowledge sharing & project document management.
Project reporting The Safeguard Specialist reporting to the Supervising Engineer.
Key competencies
  • University Degree in Environmental or Social related areas is required.
  • Minimum of 4 years of experience in areas related to the environmental & social assessment / management is required.
  • Familiarity & experience with the application of the WB’s Environmental & Social safeguards framework in development projects is an advantage.
  • Demonstrable experience in social, environmental, health & safety areas applicable to the scope of works as described in the project overview.
  • Experience of community consultation & working with the Local Government institutions is desirable.
  • Familiarity with Microsoft Office tools & Google suite products is required.
  • Excellent command of Somali & English language (oral & written) is required.
  • Ability to plan, organise, manage & implement work assignments, juggle competing demands & work under pressure of frequent & tight deadlines.
  • Demonstrated ability to apply good judgement & decision making skills.
  • Strong interpersonal skills & ability to establish & maintain effective partnerships & working relations with people in a multicultural, multi ethnic environment with sensitivity & respect for diversity.
Team management This role has no team management responsibility.
